O, 1982-ci ildən Qax Rayon Partiya Komitəsinin birinci katibi vəzifəsində çalışıb. M.Musayev 1990-cı ildən Xızı Rayon Partiya Komitəsinin birinci katibi, sonra rayon Sovetinin sədri və 1991-1992-ci illərdə isə Xızı Rayon İcra Hakimiyyətinin başçısı vəzifələrində çalışıb.

O, 1995-2000-ci illərdə Milli Məclisin deputatı olub.
