Bu yaxınlarda yüksək vəzifəyə təyinat alan Saakyan nazir Vaqarşak Arutyunyanın ana tərəfdən qohumudur. O, siyasətə 90-cı illərdə gəlib. Nazir müavini Robert Koçaryanın prezidentliyi dövründə, 1994–1999-cu illərdə Ermənistanın Rusiyadakı səfirliyində çalışıb. 1999-2002-ci illərdə səfir olub. 2008-2011-ci illərdə "Monarch” şirkətinin direktoru, 2011-2018-ci illərdə isə ВТБ bankda işləyib. Saakyan uzun illər Rusiyada yaşayıb.

Ermən KİV-lərinin yaydığı məlumata görə, ölkədə yüksək posta yalnız qohumluq prinsipi ilə deyil, həm də Rusiyaya bağlılığı ilə seçilən şəxslər gətirilir.

Politoloq Manuk Sukiasyan qeyd edib ki, Saakyan bir vaxtlar qaçaqmalçılıqla məşğul olduğu üçün Rusiya hüquq-mühafizə orqanları tərəfindən saxlanılıb. Onun paltosundan bahalı almaz tapılıb. Ermənistan hökumətinin çətin vəziyyətə düşməməsi üçün səlahiyyətlilər onu diplomatik sistemdən kənarlaşdırıblar. Bununla oğurluq faktının üstünü örtməyə çalışıblar.
